i have dived in all the spots around it how do i get to the city plz help i need to catch groundon

Swim on the surface until you find a circular patch of white rock - it's massive, so you won't miss it.
Go to the southern end and dive there. There'll be a cave, go in and surface.

i've looked for a big white rock i can't find it and do you mean moss deep surface or lily cove
